Yes, it's a pair of Hungarian WW2 laced boots called Bilgeri.

...and it has a good chance to be pre '45. Worn by warrant officers and offisers on the field also!

After the war, in those tough times, they were very useful for civilians also...therefore in very poor condition, like Yours, we can find them.
Not too expensive piece it is, from 15-20 Euros You can buy a pair of them.
