What are these funny looking LW eagles?

Hi:

I have two of these eagles...they are each about six inches long. As you can see by the pix they are somewhat crude in design...for example a lw cape eagle has a nice large swastika, not tiny ones such as on these and is flying in the opposite direction. Could these be pennant eagles? Could they be old fakes? They do not glow under uv light and smell old but are they from the 1940s or 1960s?

Poor quality reproductions. I don't know exactly what they were trying to be at that size (maybe vehicle pennant eagles???), but they are definitely post-war.
