Heer Slip on tab question

I posted some photos on the photos and paper section and have had no replies. Thought I would try here.

The slip on tab reads E1, does anybody know what this is and/or have one in their collection?

The most likely were black outlined in White and would be for a Railroad Engineering unit etc.

Looks like a silver or gold wound badge. Those guys had it tough with Partisans.
