Looks pre 45 and german made to me and reminds me of the u-boot traditions badges...or perhaps just a city crest?

I'm also thinking as Belgian /flamish badge. See Angolia NR.2 belgian volunteers have a Schield like it with FLANDERS on the top.

I have those books and welcome all opinions,
but this is no Belgium lion i.m.o. and if it was it should have a yellow background.
