If you refer to the badge on the breast, no. This is the DLV-pilots badge.

According to "Air Organizations of the 3rd Reich- Luftwaffe" by Bender...this is the hat band emblem for Civilian Employees of the Luftwaffe & for Doormen & Elevator Operators of the R.L.M. (Air Ministry) & other LW office buildings....this included civilian employees of the LW Fire fighting branch and certian Guard personnel at LW building. (Pg.s 250, 252.).
