Is this KM Cap Insignia

Can anyone tell me what this is off and is it original, the red roundal seems to be a bit off centre. Appears to be sewn to field grey backing

A White M-44?????

I can't imagine why anyone would make this let alone want to wear it on a hat. I have a couple of political eagles that were substituted on KM head gear, but can't understand why someone would make an M-44 style insignia for a hat that was not to be worn after 1942.
