Misc. Cloth ID Help

Hey guys:

I picked up this cloth insigna lot from an old time flea marketeer today. Nothing glows, all looks "good" to me, what do y'all think?

What is the blue and white patch? The black and tan eagle above it?

This stuff ain't my "thing", so I don't even know what to call the stuff on the estand!
