I do not see nothing wrong in the rare wrap posted by Richard.
Tunic looks a nice original and insignia is original too.
I am agree with Phild that was a common practice for NCO add a bullion eagle to their tunics, also combat ones.

I have many photos in my resources showing dozens and dozens of Panzer Police in uniform including black wraps, police field green wool, and police HBT wraps. I do not have permission to post them as they the intellectual property of a known author on the Order Police and their armored units. There are quite a few photos in publications already, you just have to identify and locate those resources.
