and with a Kriegsmarine eagle added, a rather uncommon practice in the KM based on pictures from other black leather clothing (wraps, jackets, coveralls, ...) in wear.

Interesting, NSKK, KM or Heer Panzer?
A German dealer sold a mint set a year ago and also described it as a special sonder uniform for the KM minisubs:
"Sonderbekleidung für Besatzungen der Klein-U-Boote
Kommando der Kleinkampfverbände"
Does someone have any pics of Kleinkampfverband use? Intesting theory!
WW2 for sure but leather was getting scarce at the end so sonderverband use makes sence to me.
And by any other tank soldier if he could get his hands on a set! Pics proove this.

Thank you for posting the photo. I think that have a version of this photo in a book published maybe 30 years but the officer on the left was cropped out. In this photo I think that we can see a breast eagle on that officers wrap.
