Can someone ID this insignia?

I've done some searching on dealer sites & google but can't find this insignia (don't want to waste collectors' time if it's an easy Google search).

I have this photo as a part of a group & confusingly this lad also wears a Luft in some photos & a Heer Eagle in other photos

All help appreciated

I agree, with letters L H above the eagle (Luftwaffe Helfer)

Blue on black cloth, although the collor seems lighter on this photo...interesting.
