If I remember correctly, it was the Luftwaffe that was in charge of the V1 flying bombs. Flak Rgt. 155 comes to mind.

If the photo was indeed taken in 1944 then he has ignored headgear regulations for over 2years (which removed the soutache-chevron in mid 1942). I know this was done from time to time, more likely however, that it was taken 1941-42?
