Judges's Cloth Eagle?

Hi all,
Need your help in identifying this eagle. I was told this was a judicial
eagle. Can anyone verify this? Thanks.

That's what I've always understood them to be, as well. I used to have two; one with the head facing each way. I don't know what the significance of that was, but both appeared 100% original. It is my understanding that the heads are supposed to be facing the way yours is.
