Pioneer Strap - Cypher Question

Picked up this very salty Pionier Oberstleutnant's strap recently - can anyone enlighten me to the meaning of the "III" cypher?




Not sure if it is original to be board as it is not straight (though it is on tight - looks like it has taken a bang to the upper left corner), but not too fussed anyway.

Roman numeral on black waffenfarbe is for Fortress Engineer Inspectorates and Fortress Engineer Staffs (instituted 22 October 1938 and abolished 9 June 1939).
