What are these collar tabs

What kind of collar tabs is the man in this photo wearing??
Is it maybe related to Osttruppen?

It is also possible that he was a Beamten -Wartime Official - as in 1940 they also started wearing the tabs with the single pointed litze. However, the tab had a 3-sided colored border, and there was a stripe that ran down the center of the tab. While the photo is a little blurry, I don't see evidence of a center stripe, so it is probably a Sonderfuhrer.
