The collar tabs has one "bird" and the arm eagle is a bit strange?

I may be wrong here.But the collar tab is Luftwaffe.The arm eagle looks like an early SA eagle.Best regards.

The orientation of the seagulls are not like you will see in a LW tunic. Please look this photo's seagull oritntation.
