    Uniform stuff?

I have a german officeruniform and I am wondering what these little "spikes" on it are meant for.
They must be unpleasent to have in the collar since they must hurt. What are there functions?
    Please see photo.

For removal collars - you change/wash the collar instead of the all tunic - I will mispell the german name but it is close to Kragenbinde

Francois is correct. One type of these had little folding metal "ears" that clapped together to pass through the white collar liner, then were spread apart to hold it.

These are often yanked out by collectors or dealers and I have seen the resulting holes falsely passed off as "Ritterkreuz thread holes for attaching the ribbon." Uh uh.

Here is a nice portrait that will be in my Ribbon Bar article showing a Leutnant from Würzburg with the detachable collar liner's edge showing:

These came in several forms. The stud you picture - with respect to Heer uniforms - is rather scarce. The two more common methods were oblong, oval shaped, folding up in the middle. The two ends would be folded up, pushed through the holes and then folded down. Second method is horn buttons - however this was much more common on combat tunics.
