Better photo would help, but seems to me a German-made copy, end of the 90s vintage... I remember a similar style Wraps and Pants (w similar collar tabs and boards) being offered quite frequently in 1998-1999.

I would have to be the third thumbs down on this one. Much clearer photos of the collar front and back, and tabs would be nice just to see the materials and sewing.
