I'm sure it is. I have seen blue lining in luft hbt jackets many times.

The ones I've seen have a shiny blue lining, rayon or artifical silk I think, so i cant help.

From these pictures the HBT does not look good , you really need some good pictures of the weave . Yes , they did have and use blue lining , even on WH tunic and even seen it on coat (KM) . I you do not mind , I would like to see a close up of the HBT , thanks.
