Original tunic with well worn collar so probably not just worn once... but rather a "best dress" uniform hence the great condition of the wool and paint on the buttons. No doubt a "Reich closet survivor" and possibly denazified and the insignia (which is all original) reapplied at a later stage....
or otherwise just sloppily applied during the war. Not the norm but I've seen quality issues like this on General's uniforms even... (close ups of period images)
Collar tabs were indeed occasionally applied upside down with the threads now running on the wrong direction. Nobody would take notice in those days... unlike us picky collectors...
That would not be an indicator to me that the insignia was reapplied...
