Are these tabs for Water Protection Police? What would the rank be?

Hi,

I believe that these may be "Passants" worn on the shoulder in place of shoulder boards - like the Reichsbahn and Autobahn personnel used after 1943.

I couldn't find anything in the regulations about these but from the colors & style of pip I would guess that these are Wasserstrassendient or Wasserluftschutzpolizei.
