Shoulderboards, unit?

Hello,

I have this pair of shoulderboards for an Oberst. The brachcolor is orange, so it can either be Feldgendarmerie or Wehrkreis. Does anyone know which of the two it might be? Thanks!

Normally, a Wehrkreis would be Roman numerals...
The numbers do not make sense for Feldjäger, either, since there was no military police regiment (at least that I can find), which is what an Oberst would have commanded. Furthermore, most of the military police detachments were numbered in the 500 or 600 series.
Are you sure the color is right or that the numerals are original to the boards?

Thanks for reply! The branchcolor is definitely orange, not faded red or something like that. As for the numbers, it is always possible that they were added in the last 60 years, but from the look of them, they have been there for quite some time. Here a picture of the underside with flaps:
