these pants seems to be made from italian "olona" cloth. typical for late war tropical uniforms. most probably made in 1944.

I once owned a LW tropical uniform constructed of this indentical brushed material and seen other original examples as well in trousers. The material appears perfectly normal.

Definitely Heer and quite a nice unissued late war set.

In my opinion these are KM issue but could be also Heer. Please note white lining used together with mustard-tan cloth. Very common for KM tropical stuff which is less know and popular. Italian fabric called Olona is really similar to KM cloth used before September 1943 when Germans acquaint Italian stocks. WH pants and tunics were made from mustard- tan cloth too, in both fabrics - plain canvas and ( after 09.1943) Olona.
