Given their rarity and narrow distribution, are they especially desirable for Luftwaffe collectors? or too specialized? I'd think that not many collectors have them in their collections.

You are correct, this is the 2nd pattern. The 1st pattern, as I recall, just had Richthofens name with russia braid on the top and bottom of the cuff. It was issued for a very limited time before being replaced by the 2nd pattern, which you show. One had to prove that he was a member of the squadron before being eligible to receive/wear this cufftitle. There is also a variation which has different dates known.
The Boelke cuff pictured here is even rarer than the Richthofen one. Criteria for eligibility was the same as the Richthofen cuff.
As for desirabilty, in my opinion, these would be the one of the rarest and most desirable of the Luftwaffe cufftitles (exluding the slew of Hermann Goring?LPG cufftitles). For what ever reason Luft cufftitles, esp those of squadrons, have always been slow movers. Perhaps it is because most of them are not visually appealing, white silver name on a plain blue cufftitle.
