Strange Looking Armband

I found this armband in a box of vet bring-backs that I acquired from his family.
I've not seen one like it before. It dose not glow and looks to be silk-screened. It also has some kind of ink stamp on it.
Any thoughts on it?

I don't think it is RZM produced? Maybe cottage made, late war armband?
