HBT Heer Drill tunic

I have the opportunity to buy a HBT Gray drill uniform. The one difference it has from ones on the forum I have seen is that it has flaps on the lower pockets with pebble buttons. It has the belt loop hooks etc. All correct from what I have seen.
Is this a period tunic? Whats the deal with the flaps?
Would $500 be too much? It has no damage whatsoever.
