Armbinde - Deutsche Wehrmacht

Since my funds are limited, I have to stick with the low end stuff...20$ at the flea market for this armbinde. I do love the way the S was written then.
I gather this was an unissued,due to the lack of the inked stamp usually seen on it somewhere. The back is unmarked. What was the stamp for? Group issued to?

mine I assume was unissued so alas no inked stamp...
