Cloth Seal what era, military?

Hello all - this is the seal of a city near where I come from - BAD MERGENTHEIM. I came across this patch here and was wondering what era this is, can you tell? also - I assume this is non military? anyway - by the paper on the back etc, style, and whatnot - can you make out a decade that this thing has probably been produced?

It is not Third Reich; looks to be post-war something from the Federal Republic.

The construction could date as early as the 20s and 30s, these types of things were (and still are) sold a souvenirs for tourists etc. it could be for a Schutzenfest or something like that related to the city. These were made after the war but not as well, I suspect this probably dates to before the War but as noted is not Military.
