Any idea who he was Peter? I have the 1935 "Wer Ist's?" and such a fellow should be listed there. The lack of promotions among R.A.D. officers has always astonished me--making me wonder why anybody picked a "career" with them instead of the armed forces!
Here is a front and back, M1940 officers' collar tabs as worn by ranks from Unterfeldmeister (sergeant major) to Oberstfeldmeister (captain). These were changed in 1942 to a type with a flared front end.

Hi Rick,
Not to steal Peter's thunder but would imagine that the board is from the estate of Fritz Schubert (Minister as well as an SS Standartenfuhrer, Landesbauernfuhrer in Munchen and also RAD General). A grouping of Schubert's items (including a RAD general's shoulderboard) are offered for sale on his site. Cheers,
Mike
