Copy eagle but copy of what.

I am fairly certain this is a copy but would like to know what it is supposed to be a copy of ?

It would be for the officer's white top visor cap. It should have a metal back plate and prongs on the reverse.

No metal plate or prongs so as I thought a copy.

Most have a metal plate with prongs, but not all, so that's no real good indication..
Problem is that the type of bullion isn't right and the eagle has a body shape typical found on copies..
