ww1 iron cross ribbon

Can anyone tell me when you have (2) two ribbons which would have been worn sewn to the button hole on the panzer wrap, and which one is covered by the other? the ww1 iron cross or the eastern front ribbon? Which is more senior?

I'm sure there are rare exceptions, but the Iron Cross ribbon in the buttonhole took precidence on top of just about everything else put there. It gets dicey when spangen and honor-roll clasps are involved however...
