Opinions on collar tresse

Hello gents, would just like some opinions on this collar tresse, as I don't have much experience with it. The photos are less that great, but perhaps someone can tell from these. If not, then I will try to get clearer pictures. Thanks very much and take care.

Please take a close up picture of it flat and of both sides. From what I see in these pictures I would say it is not WWII.
