Sorry for the late reply Guillaumme, but I didn't notice the thread until now.
No, this parka isn't SS issue.
Just have a look at the pocket flaps, with SS issue these ought to be scaloped, not rectangular as shown here.
Rectangular pocket flaps are typical for Wehrmacht issue(Heer, Luftwaffe, and some Kriegsmarine Küstenartillerie units).

This parka indeed is very worn, probably used post war or worn troughout captivity.
