Lehr units were in charge of training. Often officers who were assigned roles in new branches were first trained in their new branch specialty by assignment to Lehr units for instruction. They were not the elite of the army but were highly skilled instructors, many with combat experience.

      Thanks John and Chris.

So when do you think this waffenrock would have been made or changed to the 9.Lehr regiment? Would it be pre-1941?

It is not the 9. Lehr Regiment, simply the Artillerie-Lehrregiment (Artillery Instruction Regiment). At the time the Waffenrock was made (before June 1941), there was only one such artillery instruction regiment in the Heer so it had no numeric designation. As stated previously, the "9" designates the 9te Batterie (thanks for the correction John).
