Hello,
this is a four pocket tunic for an Oberleutant (Lieutnant) in the Flak. Cuffband denotes a member of the Legion Condor which took part in the spanish civil war. I can't comment on authenticity, though it looks good (i mean from the one and only pic provided)

Can you post additional pictures of the lining, insignia and show the details of the sewing which attaches the insignia to the tunic. Also, have you done a black light test on it?
