Are these German boots

Your boots appear to be correct for WWII German officer's type of boot that we used to call Luftwaffe type 30 years ago. This type boot had low heel, flatter sewn on sole that was attached differently (welt?) than the more often seen all pegged types. They had a softer top part with the buckle/strap as well...all as seen on your pair.
You can find a lot of photos showing Luftwaffe, Heer and W-SS officers wearing this style of boot in both combat and garrison environments.
This type may have been made post war as well, but from the photos your example looks correct and like the WWII ones that I have seen.
