Cufftitle ID needed

I don't get away from the enamel & precious metals stuff much, so I could use some hel with this. I think it's an HJ cufftitle, but I'm not sure so I'll take it to the experts.

This sleeveband was worn by the German League of Veterans. It resembles somewhat, the SS band in color & type of mfg. They say that upon (very) close examination, these Veterans League cufftitles are a very dark blue rather than black. The crossed-swords on both sides of the District designate it as a Veterans League band.
