High Ranking Political Arm Band

Hi There,

Found this today in a local home, any thoughts? Nice heavy bullion leaves going around, all having a heavy paper like material between the cloth and bullion. The swastica and circle are very heavy and made of the same material as the heavy wool armbands. Has much soiling, a little bit of nap wear, and has a very old cloth scent. Any info would be great

are these suppose to have maker's marks on them? or sometimes the tag could be ripped off?
