The wearing of WW1 EK1

would it have been proper for a WW1 veteran serving in the wehrmacht to wear his WW1 EK 1rst class on his uniform if so what about his EK 2nd ribbon?

Yes, of course, WW1 veterans wore their EKI's during WW2. EKII ribbon has to be WW1, with or without WW2 EKII spange on it.
