Given your pictures, the lining appears to show some degree of use while the insignia (to me) does not mirror the same.

I agree and the cyphers/pips are just sitting on top of the boards as if they have been added not long ago. Also look at the nap wear along the top edge of the collar and compair it with the wear on the tab edges.

The sewing on the shoulder boards is not as neat as I would like to see. The exposed thread at the seam would make me cautious whether the boards had been replaced.
