Collar litzen sewing question

I have what can appear to be a stupid question - how the collar litzen were sewn on without going through the lining of the collar? If these were applied before the fabric was lined, then sewing the lining to the fabric would pierce the litzen.

When you see something like this,

the answer is usually that the piece was sewn to the fabric, then made into a shirt, tunic, collar piece, etc. by the manufacturer.
