Strange German Tunic - what the heck is it?

This tunic is a four pocket N43 looking thing with a button front that stops halfway down, and an extra long skirt. It has loops and buttons for shoulder boards, and a partial rayon liner with support hooks.

Has anybody ever seen one of these before?

It looks like it may come from the same family - similiar cut and features, but I need some better pics.
