Armband Identification

I recently picked this armband up, and I liked the quality and construction, however the eagle appears to be an army eagle? Any info on what/who it was used for?

This armband has been said to be used for Army recruiters or for stewards at military parades. I'm not sure which is correct but it is a real period armband. These sell for $75-$100.
