What does the number mean?
And if are original what would be a fair price?

I don't know anything about shoulder boards.

Hi Gom, welcome to the forum!

The top strap is for a private soldier in the Heer and a member of Infanterie Regt 65.

The bottom strap is for an NCO in the Fire Police.
