Shoulder Board ID Help Please

I would like help in identifying this shoulder board please.

The white piping would indicate infantry, the shiny silver cord indicating a dress style board. H. Goering Division officers would have used this type board as well with shiny cord instead of dull or matte type cord. The one pip is for Oberleutnant. It would be more typical for the single pip to be located toward the bottom end of the board, but it is seen in the middle like this too. I would expect there to be a thin steel spring inside and around the outer edge of the white covered portion which keeps the board's shape when bent.

Thank you for the information. I don't feel any spring inside the edge. Can you estimate the value of the board?
