Shoulder Board help

I bought this uniform as a DDR army parade uniform. Ive since been told these are not DDR shoulder boards. The left shoulder board has eagle holding anchor on the button. The right has liom with the letters E.R.M. K.M.S. I am trying to attach my first picture ever, so I hope this works. What are these anybody?
