I need to know if in the rank of REICHSHAUPTAMBT leaders there was one Guy with the name “FAUBEL” or if this has an other meaning than a name.

Hello, The marking is on the back of a PL leader brocade belt of Carmine red collour back, this is the only such brocade known and I try to find out who could have worn this one.
The next picture is the other side of the label that is folded and sown to the brocade
