the letter 42 in the corner is this year off production and what about the other stamp

B II 41 is the depot and date...42 is part of the size measurements.

The coat is a nice blanket lined M-40 Heer Mantel, interestingly marked on the pocket linings as the typical cotton lining is not present in this type. The straps date to an earlier period, they are made from Reseda green badge cloth dating to around 1935.
