Political Polle Top - Motorcycle?

I recently acquired this from a veteran’s estate but would appreciate any information.
It’s aluminum and.just under 3 inches in height. It is marked RZM M3168 on the back side on the bottom of the wreath. Is it NSDAP, SA or possibly used by both. Was it for a motorcycle? All feedback is appreciated. Sorry for the poor photos.

IMO based on stated size, material, and marking,
an interesting auto fender type (aft) pennant
pole top - congrats . Wondering what you paid?

These were mostly seen on political leader fender pole topper..

I’m planning to keep it but would appreciate any information regarding ballpark value as i have no idea. Any help would be greatly appreciated.
