Appears to be a savings association flag in Torgau.
I note the following about Spar Verein via google ...
"Savings associations, and savings clubs, are part of the
club culture in the German-speaking countries and arrived
mid-19th century. In addition to the concern of common savings,
the common sociability played a role. Currently savings associations
are also on the rise as microfinance institutions in West and
Central Africa as well as in parts of Southeast Asia. Savings clubs
also played a role as apron organization in the establishment of a
(mostly) cooperative banking institution such as construction,
production and trade cooperatives. The term is found several times
as part of the name of corresponding institutes. ... The Vereinsparen
in Germany experienced after the First World War, a heyday, but came
almost completely to a standstill during the Second World War . The
cooperatives were collected in the German Labor Front , the donations
were set up centrally, among others, at the Winterhilfswer ..."
