Niederrad is an area of Frankfurt am Main. This standard is for the middle school there and the shield is the city Wappen of Niederrad. I don't see any connection with the navy or anything other than the school.

I thought maybe the shield had a ships wheel,
but turns out it is a Roman chariot wheel per ...
